The idea of erecting a state memorial didn’t come about until 1921, and there was an international competition to design the memorial with a total budget for the build of £250,000 . “Keith Murdoch launched a campaign against the building of the shrine, and his view as expressed in the media at the time was that it should be utilitarian in nature, not a monument.”Shrine of Remembrance
