Shelby was planning to pour as much as $6 million into the race by transferring campaign money into a super PAC supporting Katie Britt, a former aide who is running for the seat.
Shelby has $9.6 million in his campaign account and $6.5 million in his affiliated leadership PAC, Defend America, according to the latest Federal Election Commission filings.
