Kirin is a powerful lightning-based jutsu that Sasuke only uses twice in the entire Naruto series: once against Itachi, and once in his final fight with Naruto. The common conception is that he only uses it twice because the setup is quite complicated , but there is actually a hidden meaning behind this jutsu and its rarity that true Naruto fans cannot ignore.

Second, and more interesting, a Kirin is a mythical creature in Japanese folklore , resembling a deer with scales like a dragon’s covering its body. Nothing weird here, as most of the Uchiha's techniques are rooted in Japanese myths. However, Kirins are considered supremely peaceful and enlightened creatures. A Kirin never eats the flesh of other beings and takes great care never to tread on any living thing, even insects. When it walks, it does so without trampling a single blade of grass.
Kirin Represents Sasuke's Journey In Naruto So, a Kirin represents peace under enlightened rulers, which is essentially what happens in the ending of Naruto. After a fierce fight, Sasuke accepts to leave the title of Hokage to Naruto, trusting that he will be able to maintain peace. Surely enough, the shinobi world transitions to a period of relative peace, thanks to Naruto's effort in bringing together the Hidden Villages, who are all now led by peaceful Kages.
