Deputy DG of the NHI Nicholas Crisp says it is important to change the structure & functioning of the medical aid schemes for a better health system

To effectively transform the health sector and address the historical fragmentation and inequalities that characterise it, deputy director-general of the National Health Insurance Nicholas Crisp says it is important to change the structure and functioning of the medical aid schemes to ensure social solidarity.

He said the stakeholders felt that the health minister had too much power in the appointment of the board members, the CEO and some committees recommended that the fund be accountable to Parliament. “They also said there is no clear mechanism on how the deliberations of the stakeholder advisory committee will be incorporated into the processes of the NHI.” He said:

“The minister must retain the power to appoint key resources required to realise the achievement of the objectives of the NHI fund as outlined in the Bill, the fund will still be accountable to Parliament. The structure and scope of service to be covered by the NHI fund will be based on levels of care community,” Crisp said.On the compliance and accreditation he said there would be a need for a staggered or graded approach to the accreditation to prevent collapsing services.
