A section of Route 629 that hugs the shore line of the Round Valley Reservoir will temporarily reopen, but the water authority could still seek permanently closing it.

The announcement by Authority Executive Director Marc Brooks gave a temporary victory to residents and town officials who opposed the closing of a section of Route 629, calling it an inconvenience for people living on that section of the road and expressing skepticism about the need to close it at all.

Brooks cited lack of an update of a 2012 study from the U.S Army Corps of Engineers and the state Department of Homeland Security, requested because of a modest change in the configuration of the dike, as the reason for temporarily reopening the road. If those reports are received, the process to permanently close the road would resume, he said.

Brooks reiterated security reasons and concerns about “sabotage” on Monday without providing the details that many objectors have asked for since July. But he did say there have been no creditable threats to the reservoir. “We need it to get to the medical center. Several streets would be isolated, was that part of your study? I doubt it,” said Clinton resident Robert Quinlan, who created the group and launched the petition.

The authority needs to do an infrastructure and economic study of the effects before permanently closing that section of Route 629, said Lebanon Borough Councilwoman Mary B. Logan.
