AUSTIN — After ushering in a near-total abortion ban last year, the state’s GOP leaders are treading carefully on the eve of the upcoming legislative session...

“I can tell you confidently from my community’s perspective,” he said, “that the overwhelming majority of them are very OK with the law as written.” Elizabeth Simas, an associate professor of political science at the University of Houston, said the abortion bans are so new that not many voters may have felt their effects yet. As the stories become more common of pregnant women not being able to get care or to have a choice in their care, pushback may grow, she said.

“We have seen in other states that there obviously is a tipping point to where people are going to respond and react,” Simas said. “They haven’t quite found that yet in Texas. I don’t know if they’re going to roll the dice and risk finding that in this session.” In the months before the midterm elections, a handful of Republicans showed a willingness to expand the law’s exemptions to include cases of rape and incest. But none has filed legislation to make such a change. The most prominent among them — Sens.
