In the Republicans’ eyes, those workarounds are part of what they consider Democratic gamesmanship. House Republican Leader Bryan Cutler of Lancaster County used the Senate’s primary election bill as an example. That bill was amended again on Wednesday during a late-night appropriations committee meeting to include a permanent mail-in ballot list for voters choosing that option instead of requiring an annual sign up. Republicans opposed that addition over election security concerns as well as the hour and process the Democrats used to include it.

“What their MO is and what they consistently do is simply up offer up amendments that we think we might like and then they have a habit of going back into Appropriations [committee] or going into Rules [committee] and changing the bill into something else,” Cutler said, with the majority of his caucus standing beside him. “So if they want to actually work on a process, they can start by following the rules and not changing what was agreed to on the floor.
