A report from the Office of the Inspector of Custodial Services has called on WA's Department of Justice to review the prison's management, assess the adequacy of its infrastructure and recruit more mental health services.
Findings from a 2023 inspection of Bunbury regional prison have found growing issues at the facility, which the sector's watchdog had routinely praised in previous years.
Inspector Eamon Ryan said the situation was at risk of becoming unsustainable without improvements to planning and infrastructure." holds a really complex cohort of prisoners and it's a complex facility," he told the ABC. He said one of the key concerns of prisoners was being crowded out of employment opportunities and programs.
Some workers, in particular women, were especially distressed by the manner in which allegations of inappropriate staff behaviour had been handled. WorkSafe issued an improvement notice to the prison early last year — before the OICS inspection took place — after it found staff were being repeatedly exposed to inappropriate comments and advances, bullying, intimidation and threats.
The petition described "a toxic culture associated with bullying, harassment, and discrimination in the workplace by management", and a range of compliance breaches.
