While RedHood and HarleyQuinn rarely interact in the comics, the two of them actually have a deep personal history that should be explored more.
Readers would be hard-pressed to find more of an odd pairing than Jason Todd's Red Hood and Harley Quinn. It is rare that readers even get to see the two share the same panel together, let alone the same comic story. At face value, the two only have one shared connection that's obvious, and that's The Joker.
The Joker essentially contributed to creating both of Gotham's most famous antiheroes. Jason Todd's death at the hands of The Joker directly led to the bitter, angry, volatile, and most of all mentally tormented Red Hood who he is today. Meanwhile, The Joker brought Harley Quinn into his world by turning his former psychiatrist into his criminal accomplice, sidekick, and romantic partner.
The moment itself was treated as nothing more than a small footnote in both this story and in the larger scope of the DC Universe, seeing as it never gets mentioned again after this. With that said, there opens the door for DC to expand this pair's connection into something larger in the future. After all, both characters share a unique trauma through their aforementioned respective connections with The Joker.
Both Red Hood and Harley Quinn are considered the black sheep of the Bat Family and if DC decides to expand on this small mention of their history, it could make for some compelling storylines.
