Ramona man found unresponsive in San Diego jail died by suicide, sheriff's officials say [Breaking]
The 47-year-old man was discovered unresponsive in his cell at George Bailey Detection Facility, about 10:30 a.m. July 19, homicide Lt. Joseph Jarjura said. The homicide unit investigates all deaths in the jails.Deputies and jail medical staff performed CPR, administered Naloxone — a medication that can reverse an opioid overdose — and used an automated external defibrillator on him, officials said.
McDowell had been in custody since his arrest Feb. 20 on suspicion of assault on a peace officer with a firearm, attempted murder and committing a felony while on bail or release.McDowell is the 11th person to die in custody in local jails this year. Last year, a record 19 people died in San Diego County jail custody, and a 20th person who had been hospitalized died shortly after he was released for medical reasons.
A state audit released last year found that conditions in San Diego County jails were so dangerous that state legislation was needed to force reforms. In January, the department issued an update highlighting some of its progress, including voluntary drug and alcohol screenings when booking people into custody, to help jail staff anticipate whether someone might experience symptoms of withdrawal.
