CEBU CITY, Philippines—Aside from operationalization of inactive city ordinances creating coastal management board and river management councils in Cebu City, Mayor Michael Rama sees the need
for proper coordination between the City and various national government agencies to solve city’s problems on flooding.
He said that Local Government Code is very clear in saying that no project can be introduced in a local government unit without the mayor and even the City Council’s knowledge and approval. We got to have that paradigm shifted,” he added.
