Kidnap-for-ransom groups usually target locals, tourists and business people but the latest victims are stateless foreign fishermen.
Sabah police are working with the authorities in the Philippines in the investigations.
Besides the incident on Tuesday, two other kidnappings occurred in Sabah in September and December last year — after almost two years without any abduction being reported — with the victims being mostly foreign fishermen. Ten gunmen, believed to be linked to the Abu Sayyaf militant group, boarded two fishing vessels and fled with the 10 fishermen, all believed to be Bajau Laut, a community of sea gypsies who are mostly stateless, early Tuesday.
