Datuk Awang Alik, the president of the Administrative and Diplomatic Officers Alumni Association (PPTD), has refuted former Health Minister Khairy Jamaluddin 's claim that administrative and diplomatic officers (PTDs) lack a practical understanding of hospital operations. Awang stated that PTDs always approach their professional roles with data-driven insights and a consideration of operational realities when formulating and implementing national policies.
He emphasized that PTDs have long been integral to developing key national policies, including those within the health sector, citing the success of Malaysia's internationally recognized public health system as a testament to their collaborative efforts with health professionals in ensuring balanced and sustainable policies.Awang addressed Khairy's criticism of the Waktu Bekerja Berlainan (WBB) system for healthcare workers, stating that its implementation was not arbitrary but rather the result of comprehensive consultations with stakeholders, including medical officers, hospital administrators, and healthcare workers' unions. He underscored that the proposed WBB system was guided by in-depth studies and international best practices aimed at prioritizing the well-being of medical officers while maintaining the efficiency of healthcare service delivery.He further clarified that PTDs, as trained civil servants in policy development, are responsible for making evidence-based decisions supported by thorough research. While acknowledging that every new policy implementation may encounter challenges and require adjustments, Awang stressed the importance of considering the entire process and influencing factors rather than solely attributing shortcomings to PTDs. He pointed out that the MOH had previously clarified that the WBB shift system was developed by doctors for doctors, not unilaterally decided by PTDs in Putrajaya. Awang concluded by urging all parties to gain a better understanding of the policy-formulation process before making potentially misleading public statements. He emphasized the crucial role of collaboration among all stakeholders, including medical officers and PTDs, in ensuring that implemented policies genuinely benefit all parties without compromising the quality of the country's public services
