THE memorandum of understanding to form Perikatan Nasional is not binding on the political parties to register as a coalition, said Umno and PAS leaders. They told The Malaysian Insight the MoU was inked merely to show Prime Minister Muhyiddin Yassin has the majority support to lead the government.
