N.C. State transfer Devin Carter was committed to Penn State before flipping to West Virginia.

Carter, a one-time Penn State commit out of the transfer portal, will make his West Virginia debut this weekend. The former N.C. State standout is slated to be the Mountaineers’ No. 1 wide receiver when they visit for a primetime clash in Happy Valley.
