Plans to put the fee before the voters never came to fruition after residents and representatives of the business community vigorously lobbied against it. Instead, the city opted to convene a drainage bond committee, which includes residents, to propose a bond referendum to fund a slate of flood mitigation projects.
Cole said that putting together the bond committee was another way for Pearland to continue to build back credibility with residents, many of whom expressed dissatisfaction with some of the city’s policies.In the summer, the council bowed to public pressure — and a push from council members elected in the spring — to do away with its so-called"32/30" water billing plan.
“I do think reflected the mood of the voters and who they elected,” he said, referring to council members Layni Cade, Joseph Koza and Jeff Barry, who joined the council in May 2022 and led the push to get rid of the billing plan.
