Dewan Rakyat Speaker Tan Sri Johari Abdul stated that the decision to separate parliamentary power from the Prime Minister's Department demonstrates Anwar and his cabinet's commitment to implementing institutional reform agendas following the repeal of the Parliamentary Services Act 1966 in 1992. \Johari expressed gratitude and congratulations to Prime Minister Anwar and the Cabinet for their courage in 'releasing' Parliament as an independent institution. He noted that since the act's repeal in 1992, subsequent prime ministers have been reluctant to address parliamentary independence as power remained within their grasp. \Johari lauded Anwar's efforts in enacting this legislation, emphasizing its swift implementation within two years of his appointment as Prime Minister. According to Johari, the Parliamentary Services Bill 2025 will contribute to the development of the country's democracy and become a historic event if passed. Following the repeal of the Parliamentary Services Act 1966, Parliament was placed under the Prime Minister's Department with a minister overseeing the institution's administration. This Bill opens a new chapter in strengthening the parliamentary institution and demonstrates the MADANI Government's commitment to institutional reform through the separation of powers between the executive, legislative, and judicial branches. \Regarding the establishment of the Parliamentary Service Commission (MPP) in the Bill, Johari explained that the committee will be represented by members of the government and the opposition to ensure that decisions reached are the result of mutual agreement. He stated that the Parliamentary Services Bill 2025 also outlines that every decision of the MPP, whether in terms of administration or finances, must have the consent of the Yang di-Pertuan Agong. \The Agong still holds the highest authority and can request the MPP to review decisions made. This means that MPP decisions are not absolute but do not need to be referred to the Cabinet again.
