An independent panel has concluded that claims of a difficult working relationship between Dr Tay Tien Yaa , a pathology specialist at Hospital Lahad Datu in Sabah , and her superior before her death were unsubstantiated. Tan Sri Borhan Dollah, who chaired a six-member special task force to investigate the matter, stated that no elements of bullying, oppression, or mistreatment were found in Dr Tay's demise.
Borhan, a former Public Service Department director-general, said the finding was based on four issues raised in complaints by the deceased's two siblings. These included concerns about heavy workload outside her job scope; the work dynamic with coworkers; any evidence of bullying, oppression, and mistreatment by her superior; and her intention to be posted to Peninsular Malaysia instead of Sabah. \Borhan explained that while complaints alleged the head of department did not fulfill their leadership duties and oppressed Dr Tay at work, the investigation revealed a professional working relationship and a shared group chat between Dr Tay and her colleagues. Interviews with other staff members also indicated no evidence of an argument with the officer against whom the complaint was lodged. Borhan further stated that Dr Tay's workload was well within her job scope, and there was no record of her requesting a transfer to the peninsula. \The task force also recommended that healthcare workers posted to Sabah, Sarawak, or the peninsula be provided with necessary support to help them adjust to new environments and cultures. Health Minister Datuk Seri Dr Dzulkefly Ahmad said Dr Tay's family had been informed of the findings. He expressed his condolences to the family, acknowledging the emotional burden they endured and understanding their difficulty accepting the findings. Dr Dzulkefly also acknowledged that Dr Tay may have faced significant work stress due to resource limitations at the hospital and pledged to investigate rectifying this issue
