Democrats retorted that GOP leadership had similarly made substantial amendments to bills in Appropriations when Republicans controlled the House in years prior; in a party-line vote Tuesday, Republicans failed to block HB300 from being reported back from Appropriations to the full House. HB300 specifies that nothing in the PHRA “shall be interpreted to require an individual or religious entity to engage in conduct that constitutes a substantial burden on the free exercise of religion” without a compelling interest and in the least restrictive manner pursuant to the RFPA.
Rep. Paul Schemel reiterated his concerns that a doctor could be required to perform gender-related surgery they thought was medically unsound; several GOP members asserted HB300 could also force changes to the standards for transgender athletes participating in sex-segregated sports.
