Kayla Rae Brown, 26, of Lewisburg, Ohio, was arrested Monday after she was accused of dumping the 22-week-old puppy in a rural area west of Dayton.

The sheriff’s office says the puppy was found in a small plastic crate in a rural area west of Dayton. It was 25 degrees outside and the puppy was barely able to move when it was found.
