was accused of inappropriately touching and texting employees before he retired in April, according to a report released Friday.found Pat McDonald sent text messages to two lottery employees that expressed"inappropriate fondness and innuendo." McDonald also commented on two employees' appearances, gave an unwanted hug and touched their arms, shoulders and forehead without consent.
McDonald did not respond to a request for comment. He denied the allegations during a meeting with Gov. Mike DeWine's office in April. A DeWine spokesman directed the USA TODAY Network Ohio Bureau to the report and declined to comment further.Concerns about McDonald's behavior first emerged earlier this year.
DeWine chief of staff Stephanie McCloud and legal counsel Matthew Donahue met with McDonald on April 11. McDonald said during the meeting that he was considering retirement because of a serious medical condition. He submitted his resignation the next day, effective immediately.
