A state House committee passed legislation Tuesday allowing 14- and 15-year-olds to work between 7 p.m. and 9 p.m. during the school year, teeing up a final floor vote on the bill.

The legislation drew support from the National Federation of Independent Businesses, the Ohio Restaurant Association, Americans for Prosperity, and other similar business interests. ORA lobbyist Tod Bowen told lawmakers that laboring teaches young adults life skills like dealing with people, solving problems, and managing their time. He also said it would help with “workforce issues” in the industry.
Alison Paxson, a lobbyist with the state arm of the Children’s Defense Fund, told lawmakers the legislation would infringe on kids’ finite time to just be kids. The extended work hours, she said, take away from social and school activities and responsibilities like sports, extracurriculars, homework, and time with friends.
Democrats, including Euclid Democratic Sen. Kent Smith, said if addressing workforce shortages is the goal, then increasing access to adequate child-care would be a better tack. The legislation could go to a floor vote as soon as Wednesday, at the discretion of House leadership. From there it requires the signature of Gov. Mike DeWine, who did not respond to an inquiry through a spokesman.first prohibited the employment of “oppressive child labor” in the U.S., which includes employing children under 16 in any occupation or employing children under 18 in hazardous occupations.
