SAN ANTONIO - The City of San Antonio is grappling with an increase in crime, and they're hoping a plan led by UTSA will bring down murder, robbery, and aggravated assaults.In a few weeks, the city will move into phase two, which is Problem-Oriented, Place-Based Policing.For the last six months, San Antonio police officers have been doing what's called hot spot policing.Officers are dispatched to recommended hot spots during peak crime hours, and they're instructed to be visible.

"The reduction in crime, not just throughout the city, but in the hotspot policing areas," Havrda said. "That's data that you just can't argue with."He says violent crime trends are a lot like the stock market. We might see ups and downs in the short term, but its' the long term trends that will be the real indicator.

The last step of the plan is called focused deterrence, which includes interventions with high-risk groups in hopes of preventing future crimes. The goal is to "help break the cycle of violence among the small number of repeat and high-risk offenders, who are responsible for the majority of violent crime in San Antonio," Smith's report says.But there have been questions about unintended consequences of the plan, especially in vulnerable places.
