Oakland's 911 system returned to full operation late Friday after a power failure caused the system to go down Thursday night.

The association said it had little confidence in Oakland Mayor Sheng Thao's administration after its"inept response" to a ransomware attack on the 911 system in February. A ransomware attack occurs when someone encrypts files and demands ransom to decrypt them. The encryption makes the files and the systems that rely on them unusable, according to the U.S. Cybersecurity and Infrastructure Security Agency.

The February ransomware attack prompted the city to declare a state of emergency to expedite its attack on the malicious software as various city departments were affected."I have been closely monitoring the disruption to 911 service since a power outage impacted the City’s system and the automated dispatching support systems. The City has been—and continues to—treat this with the level of urgency it deserves, working overnight to restore affected systems.

Unfortunately, we are again seeing the byproduct of decades of underinvestment in the City’s IT infrastructure. That is why, as a Councilmember I supported an amendment to our last budget adding resources to infrastructure technology and why I made investments in this technology a priority in my recently passed budget. Even in the midst of facing a historic deficit, I included an investment of $9.

In addition, I dedicated funding to allow us to more quickly fill vacancies and have directed that 911 call-taker vacancies be given top-tier priority in the City’s hiring blitz efforts that are already underway. We have inherited serious deficiencies in our IT infrastructure but my Administration is committed to doing the work to ensure Oaklanders have secure services. And we will work with any party that joins us in that commitment.The Oakland Police Department nonemergency lines have also been impacted. We recognize that your calls are urgent and we are grateful for your patience. The City will provide additional updates as these issues are addressed and resolved.
