In a scathing report released on Wednesday, the inquiry found the Coalition had been overly-reliant on PwC, Ernst & Young, Deloitte and KPMG. “For too long, highly paid consultants and consulting firms have enjoyed a rarified privilege and prestige in the consciousness of the public and government decision-makers.”

The government’s research found at least 87% of spending on external consultants in 2021-22 was with private firms, while only 2% of was spent on universities. The inquiry recommended the government allocate responsibility for the preparation of business cases across the public sector to an appropriate department, as an “interim measure” before the creation of an “in-house speciality consulting team”.
