In North Korea, the Kim regime’s budget plans offer a window on its efforts to cultivate a more self-reliant economy
SEOUL—North Korea outlined plans to increase government spending on science, technology and infrastructure, despite sanctions that have bruised the cash-strapped regime’s economy.
The spending plan was released at a gathering of North Korea’s rubber-stamp legislature, the Supreme People’s Assembly, where leader Kim Jong Un won re-election to the country’s highest seat of power, state media reported Friday.
