North Korea is believed to be restarting its main nuclear reactor to produce plutonium, which can be used to develop nuclear weapons, according to the International Atomic Energy Agency , the Associated Press reported.

"Since early July 2021, there have been indications, including the discharge of cooling water, consistent with the operation of the reactor," the IAEA's report said, according to the AP.
