NFL expands Rooney Rule requirements on interviews, per report

Ahead of its league meeting on Tuesday, the NFL is expanding the requirements for the Rooney Rule.

Teams must now conduct interviews with at least two external minority candidates for any head coach vacancies and one external minority candidate for coordinator positions,. Organizations must interview at least one minority and/or female candidate for all senior-level positions, per the report.

First instituted in 2003, the Rooney Rule previously required teams to interview at least one minority candidate for head coaching vacancies. In 2009, it was expanded to apply to general manager roles or equivalent decision-making positions. At Tuesday's meeting, NFL owners are set to consider two proposals on the hiring process, two people familiar with the agenda told USA TODAY Sports' Jarrett Bell. The people spoke on condition of anonymity due to the sensitivity of the issue. One proposal would boost the draft pick slots, starting in the third round, for teams that hire and retain minority coaches and/or general managers.
