A federal judge in New York today tossed the Trump administration's "conscience rule" allowing health plans and providers to refuse to cover or perform any services, such as abortion, they oppose on religious or moral grounds.

In throwing out the rule, U.S. District Court Judge Paul Engelmayer agreed with the state and provider plaintiffs who said the policy could disrupt funding they've long relied on, and he criticized the Trump administration for arguing the mandates would not significantly change the status quo.

A federal judge in California is weighing a second lawsuit over the same rule. During oral arguments last week in that case, U.S. District Court Judge William Alsup signaled he doesn't think HHS has the authority to expand health workers' ability to refuse to provide care on religious or moral grounds.
