New Jersey Democrats say a congestion pricing plan proposed by New York would create an unfair double tax on Jersey drivers who attempt to enter Manhattan.

The Department of Transportation has given the green light to, which would impose a toll on drivers who attempt to enter Manhattan during peak traffic hours.
