Matt Love, the NDP's critic for municipal affairs, accused the Sask. Party of offloading provincial responsibilities onto municipalities. skpoli
He singled out provincial sales tax charged on the labour portion of municipal construction projects as an area where the New Democrats would be more willing to listen to municipalities.that an exemption for PST on construction work, which was taken away in 2017, ought to be reinstated.
SUMA president Randy Goulden has previously cited data gathered by the association showing municipalities can see between 24 and 39 per cent of the funds they get from the province’s revenue-sharing program clawed back in sales tax on construction projects.Article content “It’s a double tax. ICIP funds are supposed to be partnerships between three levels of government. Currently, in Saskatchewan we have one of those levels of government taxing the investment from other levels. It’s impacting the abilities of municipalities to build the infrastructure they need, and they often have to pass that cost on to ratepayers with higher taxes,” he said.
He said the NDP would offer “a listening ear to communities” on issues of mental health, addictions and housing, while noting these are placing “incredible strain on municipalities, and they’re not being given the resources to address it.”
