Mayor Ruffy Biazon and the Muntinlupa City Council have approved an ordinance establishing a People's Law Enforcement Board (PLEB) Desk in every barangay.
The PLEB was created under Republic Act 6975 or the Department of the Interior and Local Government Act of 1990.
Under the law, the PLEB hears and decides “citizen’s complaints or cases filed before it against erring officers and members of the PNP .” The creation of the PLEB Desk in every barangay in Muntinlupa was done as “it has been observed that for the last few years, formal filing of cases with the Board have consistently been decreasing which can be attributed to several factors.”
All the nine barangays in Muntinlupa will each have a Barangay PLEB Desk Office and “every barangay is mandated to allot a certain workspace within their respective Barangay Halls for the said Barangay PLEB Desk which ideally must be placed inside the office of the Barangay Police.”
