Presumption of regularity
He said its personnel presumed regularity of the documents presented by the ship’s captain prior to sailing, and its amended CPC showed it was set to expire in 2042. He compared the ship’s CPC to a motor vehicle’s registration documents, saying these should always be in order and presented during inspections.
