The forthcoming Senior Citizens Bill can include policies to foster integration between the elderly and their adult children, a legal expert says.

The Senior Citizens Bill should protect elders from all the different kinds of abuse and neglect they could be subjected to, says Dr Tengku Amatullah. — 123rf.com

“Of course, in cases where there are no children left to care for the elderly, appropriate parties can be looked at to provide that care if and when they express a willingness to do so. “There is a range of issues involved. I do not look sympathetically at those who abuse the elderly and that to my mind should, broadly speaking, attract criminal sanctions. Of course, if there are mental health issues involved, the government should assist wherever possible.

“In Singapore’s Maintenance of Parents Act 1995, the approach taken is to have a voluntary maintenance order. “I am minded to say we should encourage elders to remain responsible for themselves and not be left dependent. However, I am open to being persuaded otherwise by experts in the field,” he says.
