Most of the Texas border buoys, installed to deter migrants, are in Mexican territory, study shows

Texas wanted to stop 'invaders' at the border, but a topographic survey by a U.S.-Mexican commission says the buoys breach the boundary line.

The boundary and water commission is a U.S.-Mexico body created in 1889 to apply the terms of boundary and water treaties between the two countries as well as to resolve any differences.
