The consideration of potential legislative amendments that could increase the secrecy of Mr Morrison’s proposed federal commission marks a turnaround from Senator Cash’s earlier attempts last year, after she replaced Christian Porter in March, to bring to cabinet modifications to the Coalition’s draft exposure bill that would have given some ground to demands from Labor and the crossbench for an integrity watchdog with more teeth.

. Mr Morrison told Parliament at the time the ICAC should “be looking at criminal conduct, not who your boyfriend is”. Under the model, the public sector integrity division also has a broader remit but will not be able to make public findings of corruption. Instead, it will be able to refer investigations to the Commonwealth Director of Public Prosecutions.

The legislation also put an assessing body in between whistleblowers and the ICAC and dumped ICAC’s ability to start an investigation based on information raised in the media.
