The Malaysian Medical Association (MMA) has welcomed the government's decision to cancel the controversial Waktu Bekerja Berlainan ( WBB ) pilot project, citing widespread concerns raised about its potential impact on doctors and public healthcare. The association also praised the establishment of a task force to enhance healthcare delivery and improve working hour scheduling.
MMA president Datuk Dr Kalwinder Singh Khaira stated that the cancellation was appropriate considering the concerns raised by the association and other medical groups regarding the project's effects. He expressed support for the Health Ministry's initiative to form a dedicated task force, emphasizing the appointment of Tan Sri Dr Abu Bakar Suleiman, a former Health director-general, as its head as a positive step. Dr Kalwinder highlighted the MMA's eagerness to collaborate with the task force to address issues related to WBB and on-call allowances. The MMA also acknowledged the Health Minister's engagement with the association on Thursday to discuss WBB on-call allowances and challenges faced by public sector doctors, expressing gratitude for the dialogue. On Friday, Health Minister Datuk Seri Dr Dzulkefly Ahmad announced the cancellation of the proposed WBB shift system, which had sparked public criticism, pending further government review. The Hartal Doktor Kontrak movement, a vocal opponent of WBB implementation, expressed relief at the decision, urging for a more comprehensive review of such policies to ensure greater benefits than harm. However, Galen Centre for Health and Social Policy chief executive Azrul Mohd Khalib, while acknowledging the cancellation as unsurprising due to strong opposition, expressed disappointment. He viewed the formation of the special task force as long overdue but emphasized the unanswered call for equitable on-call allowance increases for all relevant healthcare workers. Azrul stressed that the controversy extends beyond compensation and scheduling, calling attention to the ongoing workforce crisis fueled by unsustainable workloads and burnout, leading to an exodus of healthcare professionals. He highlighted the plight of nurses, who have also voiced concerns regarding their 45-hour work week under the Public Service Remuneration System (SSPA) shift system. Azrul urged for long-term solutions and political commitment to address these systemic issues, ensuring the provision of quality and safe patient care in the face of dwindling workforce and increasing demand
