Texas lawmakers' attempts to end annual vehicle inspections keep hitting roadblocks
Texas lawmakers looking to eliminate vehicle inspections are finding the road just as bumpy as the last three attempts to kill the annual safety reviews.by Sen. Bob Hall, R-Edgewood, failed to pass the Senate’s Transportation Committee on a 5-3 vote on March 29. Committee staff said the bill is expected to get a second chance Wednesday, but would need one member of the nine-person committee to flip their vote to pass.
Experience, however, has mechanics and others convinced the inspections identify problems that could put drivers at risk. “A lot of times it is as simple as a bubble on the tires, or loss of tread,” Stehr said, that if left unattended could lead to catastrophe. “I think the basic safety we are doing right now is a pretty good evaluation of the vehicle,” he said.
Hall’s bill, meanwhile, comes with limitations even if it does overcome some of the concerns. To make the bill revenue neutral drivers still would pay $7.50 to the state, but that would be added to the cost of registration. David Lowery, service manager, scans a bar code during a vehicle annual inspection at Christian Brothers Automotive, 7937 Westheimer Road, on Tuesday, April 4, 2023, in Houston. If the state still would collect some of the money, and the populations in the metro areas will need a test anyway, members of the transportation committee said the inspections should continue.
