Marion County Prosecutor Ryan Mears joins many state law enforcement officials in opposing the bill, including Indiana State Police Superintendent Doug Carter, who testified against it.

A bill that would make that state law, House Bill 1296, is on Gov. Eric Holcomb’s desk after passing the Indiana House and Senate.

Republican legislators in a last-minute move Tuesday moved language from Senate Bill 209 — which itself originally had to do with drug scheduling before it was replaced with the original bill's language — into HB 1296. Flannelly and the chiefs association have opposed this legislation every time it’s been introduced. He feels eliminating the permits could lead to more negative interactions with people and make traffic stops longer.

But a second amendment expert says creating regulations around constitutional rights isn't an infringement.
