A man who allegedly sent an obscene photo to a 14-year-old and then planned to meet her for sex in Somerset County was arrested last week, authorities said. South Bound Brook resident Javier Moreno, 22, was accused of sending the photos to the girl on April 26, the Somerset County Prosecutor’s Office announced Tuesday.
