Kabuga was indicted by a UN war crimes court in the Hague in 1997 on several charges of genocide, but he has evaded authorities for over 20 years even as the U.S. offered a $5 million reward for information leading to his arrest. The French Ministry said Kabuga has stayed in Germany, Belgium, Congo-Kinshasa, Kenya, or Switzerland during his 26 years on the run.

Kabuga, a Hutu businessman, was allegedly responsible for financing militias that carried out the genocide against the Tutsi ethnic group. He allegedly also played a key role in inciting the massacre by founding a radio station that “actively encouraged people to search out and kill anyone who was from the Tutsi ethnic group,” according to the BBC.
