Malaysian social media and messaging platforms with over 8 million users must obtain licenses by January 1st, 2025, to ensure online safety and accountability.

All social media and instant messaging platforms with at least 8 million Malaysia n users are required to obtain a license effective 1st January 2025. The licensing requirement aims to ensure a safer online environment for Malaysia ns and hold platforms accountable toward online harms, including sexual crimes against children and financial scams. The MCMC announced that Tencent (WeChat) and ByteDance (TikTok) were the first to be granted licenses.

This means platforms like Facebook, WhatsApp, Instagram, Telegram, X, and YouTube are currently non-compliant. Telegram is expected to obtain its license soon, while Meta, which manages Facebook, Instagram, and WhatsApp, has initiated the process. X claims its user base hasn't reached 8 million in Malaysia, and Google disputes its classification as a social media platform. The MCMC will ensure YouTube and relevant platforms meet the licensing criteria. The regulator warns that any service providers operating without a license after 1st January 2025 will face action under the Communications and Multimedia Act 1998, including fines up to RM500,000 and imprisonment up to 5 years
