The Malaysian Muslim Lawyers Association (PPMM) has rejected accusations and negative perceptions regarding the implementation of sharia whipping in Terengganu, claiming that it violates human principles and the Federal Constitution. PPMM asserts that these accusations are unfounded and contradict existing legislation and the facts of the implementation. They highlight that sharia whipping in Terengganu is carried out according to the Syariah Criminal Procedure Enactment (Terengganu) 2001, particularly Section 125, which outlines humane execution methods. The association emphasizes that the whipping implements are made of light rattan with moderate strength and do not cause injury to offenders. The whipping area is also limited and does not involve sensitive parts such as the face, head, abdomen, or chest. PPMM further states that the implementation adheres to the Standard Operating Procedure (SOP) for Whipping Outside Prison for Syariah Offenders, established in 2023 through Guideline No. 11 of 2023. This SOP specifies that the whipping location must be suitable, as determined by the court, with safety and environmental suitability ensured. Medical examinations are conducted by government medical officers to ensure offenders are in good health before the punishment is carried out. The operation is handled by trained individuals using tools that meet established standards, with methods that do not harm the skin or any part of the offender's body.
