The Malaysian Health Ministry is considering implementing a Flexible Working System in the public healthcare sector to alleviate the workload burden on medical staff. This initiative involves a shift in work schedule s, implemented since January 22, 2024, in selected healthcare facilities and targeting specific medical officers and specialists. This new system will operate alongside existing on-call and shift systems.
It aims to reduce fatigue, enhance the quality of life and well-being of medical personnel, and ultimately improve the quality of services provided to the public. The Flexible Working System intends to cap active on-call hours from a maximum of 33 hours to 18 hours per shift for staff involved and ensure no medical officer works more than 24 hours consecutively. It also seeks to reduce the current weekly work hours, which reach 99 hours (three on-call shifts per week), to a maximum of 72 hours per week. A draft guideline regarding the Flexible Working System went viral, sparking concern among public health doctors. Responding to this, UMNO Youth Chief, Datuk Dr. Muhamad Akmal Saleh urged for the postponement of this system's implementation, claiming it could lead to more doctors leaving government hospitals. However, Health Minister Datuk Seri Dr. Dzulkefly Ahmad clarified that the circulated document was merely a guideline for preparation, not a directive for implementation. He emphasized that only two individuals, the Secretary-General and the Director-General, have the authority to issue directives, and neither have signed the document. Dr. Dzulkefly stated that the system's implementation will be decided by the Health Ministry after considering feedback gathered during a three-day high-level ministry retreat, commencing today. He reassured that the system is not yet in effect as it is still under discussion and the circulated guideline is a preparatory measure
