Malakoff Corporation Bhd has fulfilled all conditions precedent under the share sale and purchase agreement for the acquisition of 22,393,389 ordinary shares, representing a 51% equity interest, in Zec Solar Sdn Bhd, and 49,000 ordinary shares, representing a 49% equity interest, in TJZ Suria Sdn Bhd.

Zec Solar is the owner and developer of a large-scale solar facility with a capacity of 29 MWac in Kota Tinggi, Johor under the country’s LSS programme with a 21-year solar power purchase agreement effective until 2040. Malakoff managing director and group CEO Anwar Syahrin Abdul Ajib said: “This expansion will significantly enhance Malakoff’s technical capabilities, bringing the total of Malakoff’s installed RE capacity to 159MW. It also provides a reference plant to meet the requirements of future LSS bidding exercises, both domestically and internationally.”

Additionally, the company secured SPPAs with major industry players such as DRB-Hicom Group, UMW Group, Railway Assets Corporation, and Keretapi Tanah Melayu Bhd.

This growth will be driven by the implementation of the 800 megawatt (MW) Corporate Green Power Program (CGPP) and the 2,000 MW Large Scale Solar (LSS5) projects, both expected to be completed by the financial year 2025 and 2026 and 2027 respectively. TA Research notes that LSS5 bid tariffs will reflect a decline in global solar module prices, which have fallen by over 60% since peaking in late 2021. Solar modules are estimated to contribute up to 50% of EPCC costs during LSS4 construction. As a result, TA Research estimates that overall EPCC costs will decrease by around 30% from LSS4, translating to lower bid tariffs of 14 to 16 cents per kilowatt-hour for LSS5 compared to the average bid tariff of 20 cents per kilowatt-hour in LSS4. The evaluation process for LSS5 bids has concluded, and shortlisted bidders will be informed directly by the Energy Commission starting December 23, 2024. TA Research also mentions that the Ministry of Energy and Natural Resources (Menen) has announced various incentives related to solar programs for self-consumption (SelCo). These incentives follow an upgrade in the Net Energy Metering (NEM) program. SelCo is designed for self-consumption only, while NEM allows excess solar generation to be exported to the grid as credits to offset grid electricity costs. Both programs are aimed at rooftop solar installations, but SelCo has a very limited quota.
