Pada 4 Februari 1979, akhbar Utusan Malaysia melaporkan kes-kes maksiat di sekitar Wilayah Persekutuan telah bertambah lebih 100 peratus dalam tahun 1978 jika dibandingkan dengan jumlah pada tahun sebelumnya.
