PHOENIX — A large law enforcement presence can be seen in Phoenix near 7th Avenue and Interstate 10 Thursday afternoon. At about 1:30 p.m., officers could be seen with their guns drawn in the area of 7th Avenue and Culver Street, north of I-10.
