“Our normal procedures do not facilitate us being the lead agency without a nexus to a federal criminal violation,” Urbina said. “This is an attempt to continue to discredit any investigation into Bryan Riser for the death not only of Liza Saenz, but also Albert Joe Douglas,” she wrote. “As these cases still have MANY unanswered questions, I hope that they are considered open investigations.”Boaters found Saenz’s body in the Trinity River just south of downtown Dallas the night of March 10, 2017. Emmanuel Kilpatrick, Jermon Simmons and Kevin Kidd were later indicted on capital murder charges.

“They need to be walled off,” he said of DPD. “To take away the appearance of impropriety, they ought to just let somebody else do it. They’d be smart to do that.”
