Law enforcement watchdogs say Philadelphia Police could have done more to investigate a reported shooting days before the same gunman allegedly killed four people in Kingsessing.

Law enforcement officials and police watchdogs said Philadelphia Police could have done more to investigate the initial 911 call about the shooting that killed Joseph Wamah Jr. in Southwest Philadelphia — a full 44 hours before his body was discovered after police say the same gunman went on a rampage and killed four more people and wounded others in the same neighborhood.That’s what dispatchers sent officers to find shortly after 2 a.m. on July 2.
