A supervisor with PSE&G who had been with the utility company for 11 years, Heller was a Republican councilman in Milford, a borough of 1,200 people along the Delaware River. Curtis, 58, of Washington, Warren County was found by police at about 10:20 a.m. about three hours after shooting Heller. Curtis has no criminal history in New Jersey, according to a search of online court records.The PSE&G building on Weston Canal Road is a sprawling complex of offices, warehouse area and fenced lots for vehicles and equipment. It is listed as the Somerset Central Division Headquarters.
